Enclosed I hand you Senate Bill 202 being the bill referred to in our conversations of the 24th relative to Indian Reservations of Oregon. Particularly the Umatilla Reservation. As stated to you I think the Klamath Indians should not be disturbed and I am inclined to think the same of the Warm Spring Indians. The removal of the Umatillas & Siletz are very desirable. I should not object to the Siletz being consolidated with the Indians on the
Grand Ronde reservation in case it be found impracticable to remove them beyond the state lines. The bill provides them the lands of the reservation be opened to settlement as other lands are. But this I presume is not practiable. I would suggest therefore that they be sold to actual settlers 160 acres to each at a fixed price. One third to be paid upon entry one third in two years and one third in three years. lands chiefly valuable for timber to be sold at a fixed price the whole amount to be paid upon entry.
